The EFKSNZ Trust is a dedicated organisation focused on supporting Pacific communities across Aotearoa. While distinct from the EFKS Church, we share its heart for service and cultural pride.
Our work centres on building strong relationships, leading community initiatives, and advocating for the needs of our people. Guided by faith and driven by purpose, we aim to create pathways that empower today’s generation and uplift the next.
We collaborate with like-minded partners to deliver meaningful outcomes that reflect the values and voices of our people. At the heart of our mission is a deep belief in cultural identity, community strength, and the power of collective action.
Who We Are
Built on the Foundations of Sacrifice and Commitment
The Ekalesia Fa’apotopotoga Kerisiano Samoa Niu Sila (EFKSNZ) Trust is a registered charitable trust that has its foundations in the spiritual and social leadership of the EFKS / CCCS church in Aotearoa NZ. We are a deeply embedded cultural institution with un-matched reach and influence across Samoan and broader Pasefika communities we serve. The EFKSNZ Trust has been tasked to build on this legacy, to establish strategic partnerships, and to leverage and activate the network of 80 congregations as an effective service delivery platform for achieving education, economic, health, and social wellbeing.
As the mandated voice/representative for one of the largest Pacific community networks in Aotearoa, the EFKSNZ Trust is uniquely positioned to make a genuine difference and to deliver real outcomes for many families that mainstream service models have struggled to achieve. Our Strategic Direction to 2029
The EFKSNZ Trust is a purpose-led organisation, with a clear determination to deliver on the promise of Aotearoa NZ and to realise the full potential of our people, our aiga, our communities. Our Wellbeing Framework ‘Soifua Manuia’ articulates our holistic model of wellbeing across the following components; Spirituality + Culture + Language + Connections + Knowledge and Skills + Community & Economic Development + Health + Resilience.
For the next five years, we will focus on five interlocking strategic outcomes. Each is designed to create measurable, lasting improvements in the lives of Pasefika peoples and reduce long-term reliance on public services.
Evidence, Innovation and<br> Service Excellence
EFKSNZ is committed to transparency, accountability and innovation. We recognise the importance of evidence-based decision making, and we will working together with our strategic partners to strengthen our data capabilities and implement evaluation system to track impact, learn in real time, and adapt our services to community feedback. Working alongside academic institutions and Crown agencies, we will seek to generate insights and evidence of what works for Pasefika families.
Intergenerational Learning and Economic Empowerment
Education has always been central to the EFKS. With parents, congregations, and church leaders heavily invested in children and young peoples’ success, the Trust will continue to build on its existing programmes Aoga Amata and Sunday School to provide valuable pathways with Parents and Families. EFKSNZ will also seek to generate economic opportunities to enable direct/targeted support to families seeking work, upskilling, or business mentorship, by leveraging its collective economic base, underutilised assets, and breadth and depth of people capability.
Thriving Families and Resilient Communities
EFKSNZ will deepen its delivery of trusted community-based wraparound services, and connection, to shift outcomes across key social and economic indicators. The EFKS model of pastoral care, collective celebration, and cultural fellowship already engages thousands every week. Through enhanced support, training and service design, this social infrastructure forms the backbone of community wellbeing.
Integrated Health and Wellbeing
Spiritual, physical, mental, and emotional health are inseparable in the EFKS worldview. The Trust will build partnerships with DHBs, PHOs and public health agencies to design and deliver clinical and preventative health programmes from within its church networks. With trusted relationships and bilingual access, EFKSNZ is uniquely equipped to connect marginalised families to care.
Culture and Language Revitalisation and System Change
Language, identity and spirituality are the lifeblood of Samoan and Pasefika communities. The EFKSNZ Trust is committed to actively preserving and revitalising the Samoan language and cultural practice as a contributing factor to wellbeing, confidence, and social inclusion. As a system change agent, EFKSNZ advocates for culturally intelligent policy and services across government, ensuring that Pasefika values and lived experience are embedded in communities across Aotearoa. [It will develop and publish community insights, policy briefings and host regular forums for dialogue between EFKS leaders, policymakers, and sector partners.]

The EFKSNZ Trust exists to work with others, in partnership to serve our communities. We believe that lasting impact is only possible when it is co-created, through deep, trust-based collaboration that honours and reflects the knowledge, aspirations, and strengths of all parties.
EFKSNZ Trust is a nationwide platform for effective, culturally grounded service delivery, made possible through enduring partnerships with congregations, communities, Crown agencies, philanthropic funders, NGOs, and sector leaders. Our model is inherently collaborative; each congregation we work with is both a place of worship and a potential hub for aiga / whānau centred programmes and initiatives, where we bring our relational capital, cultural fluency, and intergenerational networks to the fore.
We are not just a stakeholder, we are a partner who understands the power of shared vision, mutual accountability, and how we can achieve more than we ever could alone. This is best encapsulated in the founding statement:

Whanau Ora – Community Navigator
The EFKSNZ Trust is proud to partner with the Tātou Collective to deliver Whānau Ora Community Navigator services through its national network of EFKS congregations. This strategic collaboration strengthens our shared commitment to supporting aiga and whānau with culturally grounded, holistic care that empowers families to lead their own wellbeing journeys. Whānau Ora is a proven approach that places families at the centre, helping them navigate services and create tailored plans for their health, housing, education, employment, and more. Through this partnership, trained Church-Community Navigators will walk alongside families, offering trusted support and ensuring our people are connected, confident, and thriving. With this in mind, we would like to introduce the EFKSNZ Trust’s inaugural Community Navigators..
OUR STRUCTURE
The EFKSNZ Trust is governed by a Board of Trustees that provides strategic oversight, cultural stewardship, and fiduciary accountability. Operationally, the Trust is led by a national executive team who work alongside EFKS congregations across Aotearoa New Zealand. This structure enables the Trust to deliver services at scale, while remaining deeply responsive to the unique needs of local communities.
